A Rice University’s Baker Institute for Public Policy study illustrated some benefits of energy choice in Texas. Texas is the most deregulated state for energy in the U.S. The study, Electricity Reform and Retail Pricing in Texas, shows Texas energy rates are consistently below the national average. Reforms enacted by the Texas Legislature have allowed Texans to choose their own electricity provider since 2002.
